E-invoicing is coming to the Netherlands: how software companies can prepare

Across Europe and around the world, countries are introducing e-invoicing mandates that mean traditional mediums such as printed and e-mailed documents are no longer legally valid. Businesses have no choice but to adopt e-invoicing.
While individual countries have been moving at their own pace and with their own models and requirements, there is an EU-wide convergence towards commonalities specified in the upcoming ViDA* mandate for e-reporting.
These commonalities include use of the structured EN 16931-compliant format and, in many cases, transmission via the Peppol network.
As the Netherlands draws closer to announcing its own e-invoicing mandate, businesses need to start thinking about how they’re going to get on board. And software companies need to take the lead in offering solutions.
Interoperability, for both domestic and international transactions, has to be a top priority. The Netherlands is therefore likely to follow suit with Belgium, the UK and many others in adopting the ViDA-approved Peppol network for secure e-invoicing transmission.

Netherlands e-invoicing requirements and implementation date
NOTE: the following information is correct at the time of writing, August 2026.
While the Netherlands is committed to making e-invoicing mandatory, the specific requirements have not yet been agreed and no implementation date has yet been set.
The Dutch government is expected to give an update at some point in 2026, organise consultation in 2027 and publish legislation in 2028.
All this is leading up to the Netherlands’ mandate coming into force on or before a hard deadline of 1 July 2030, which is when the EU-wide ViDA mandate for cross-border e-reporting takes effect.
The significance of Peppol in European e-invoicing
Established in 2008 by the European Commission, Peppol is the world’s most popular and reliable network for e-invoicing transmission, Peppol offers significant advantages over other permitted methods in terms of security, reliability, efficiency and cross-border compatibility.

One of the underpinning commonalities under ViDA is growing adoption of Peppol for e-invoice transmission. Following Belgium’s lead, the UK, Germany, France, Ireland, Slovakia and Estonia all either mandate or permit Peppol.
Of the various e-delivery networks available, Peppol is by far and away the most trusted and commonly used. Peppol is either permitted or specifically required by almost all e-invoicing mandates and is almost certain to be a central feature of the upcoming Dutch e-invoicing mandate. Given that there are already some 85,000 registered Peppol users in the Netherlands, this will be a popular choice.
There is widespread expectation that e-invoicing in the Netherlands will be implemented via a 4-corner model under current Dutch Peppol Authority regulations.
Current e-invoicing situation in the Netherlands
Dutch businesses transacting with partners in countries such as Belgium, which has led the way in mandating e-invoicing and adopting Peppol for transmission, may have already been asked to issue or accept e-invoices. While foreign entities cannot currently force Dutch entities to do this, the day when they can – when ViDA becomes EU law in 2030 – is fast approaching.
More importantly, because it will affect every business operating in the Netherlands, e-invoicing will also become a legal requirement for domestic transactions. There is a possibility of e-invoicing becoming mandatory in the Netherlands before ViDA comes into effect.
